As a makeup artist I can say that it removes the remains of waterproof makeup and the makeup is diluted very well, however when applying water I thought it would emulsify and I had to wash with soap to remove it.

I did 3 sprays to fully cover my face, let it sit for about a minute while I cleaned up the sink, and put the cap back on, rubbed in circular motions to remove makeup, and then washed it off with water. I went in afterwards with my regular facial cleanser. It removed all of my foundation, mascara, brow product, and waterproof eyeliner. I really like this!
